ext4 Driver for Windows 7
I've tried a few ext2/3/4 drivers for Windows and by far the best seems to be Ext2Fsd. The only thing to watch for is that you need to start the service after you install it by going Tools -> Service Management (F7).

Installing Windows 7 From a USB Key
Avoid all the stupidly complex instructions out there and download Microsoft's USB tool. Note that if you are trying to create 64bit install media on a 32bit machine you might need to run the 32bit bootsect.exe against your installation media.
